SAMEC is a Ministry of MSME Sanctioned Project under ATI Scheme to establish at ni-msme.
India's manufacturing sector stands at a critical inflection point. With the Government of India's clarion calls - Atmanirbhar Bharat, Make in India, and Digital India - the imperative to transform Micro, Small, and Medium Enterprises (MSMEs) into technology-driven, globally competitive entities has never been more urgent. Yet a stark digital divide persists: fewer than 12% of Indian MSMEs have adopted even basic digital tools, and fewer than 3% have engaged with Industry 4.0 technologies.
The Smart Advanced Manufacturing Excellence Centre (SAMEC) is a centre of excellence to be established at the National Institute for Micro Small and Medium enterprises (ni-msme), Hyderabad. SAMEC will serve as a shared, open-access facility that democratizes advanced digital manufacturing technologies for MSMEs, engineering students, faculty, and working professionals across India.
SAMEC will provide hands-on, industry-grade training in Artificial Intelligence (AI), Industrial Internet of Things (IIoT), Digital Twin Technology, Robotics & Automation, Additive Manufacturing, Computer-Aided Design & Engineering, and Smart Factory systems - enabling a transformational shift from traditional manufacturing to Industry 4.0-ready enterprises.
The IPR Facilitation Cell at Andhra Pradesh Micro, Small and Medium Enterprises Development Corporation has been established under the RAMP (Raising and Accelerating MSME Performance) Scheme to support MSMEs in protecting and leveraging their intellectual property. The cell functions on a hub-and-spoke model, in collaboration with the National Institute for Micro, Small and Medium Enterprises through its Intellectual Property Facilitation Center (IPFC), which acts as the central hub providing technical expertise and coordination.
The cell delivers end-to-end support including IPR awareness programmes, identification of potential MSMEs, post-workshop handholding, and facilitation of IP filings such as patents, trademarks, and designs with subsidy support by APMSMEDC under Ramp scheme. This initiative strengthens the innovation ecosystem by enhancing IP adoption and improving the competitiveness of MSMEs in Andhra Pradesh.
ni-msme and Society for Elimination of Rural Poverty (SERP), Rural Development Department, Government of Telangana, will be jointly setting up
- Groundnut Oil Processing in Narayanpet District
- Tandur Red Gram Processing in Vikarabad District
ni-msme will act as Technical Service Agency (TSA) for a period of two (02) years for establishment and operationalization of Community-owned Agri-Processing Common Facility Centers (CFCs). ni-msme shall provide comprehensive technical and managerial services including:
- Diagnostic study and feasibility analysis
- Preparation of Detailed Project Report (DPR)
- Identification of appropriate technology
- Facilitation of tendering process and installation of machinery
- Assistance in regulatory compliances
- Capacity building and skill development
- Branding and digital marketing support
- Project consultancy during execution
- One-year handholding support post commencement of commercial operations
The expenditure towards land, civil works, plant & machinery, and working capital shall be borne by the concerned Zilla Samakhyas under SERP. In this regard an MoU is signed between ni-msme and SERP.
The Centre of Excellence for MSME Enablement of Technology (COMET) envisions emerging as a leading centre for green innovation, technology access, smart manufacturing technologies, and entrepreneurship for MSMEs, with a focus on sustainability practices while aligning with national priorities to achieve global standards. COMET offers a wide range of core services including technology transfer, technology development, prototyping, testing and certification, and facilitating an interface among industry, academia, government, R&D institutions, and investors. It also emphasizes capacity building, along with providing opportunities for internships, incubation, and research, as well as mentoring and handholding support for MSMEs. The Centre operates through four key verticals implemented in two phases. In Phase 1, COMET is established at ni-msme, Hyderabad, along with a Satellite Centre at the Indian Institute of Technology (IIT) Hyderabad. Phase 2 includes the establishment of a Centre for Additive Manufacturing (as the MSME chapter of the National Centre for Additive Manufacturing being set up by the Ministry of Electronics and Information Technology at ni-msme, Hyderabad, in alignment with the National Institute of Electronics and Information Technology, Aurangabad), and a Centre for Cloud Computing, Industrial Internet of Things (IIoT), Industry 4.0, and App Centre (as the MSME chapter of C4i4, i.e., Centre for Industry 4.0, in collaboration with the Department of Heavy Industries at ni-msme, Hyderabad under the SAMARTH Udyog Bharat 4.0 scheme for Smart Advanced Manufacturing and Rapid Transformation Hub). In this regard, a Memorandum of Understanding (MoU) has been signed between ni-msme and IIT Hyderabad.
